This role will develop, manage, design, analyze, evaluate, and recommend facility plans/proposals for gas transmission facilities by applying engineering theories, principles, and practices along with project management skills that contribute to efficient, safe, reliable, and profitable facilities. Specific duties and responsibilities include:
Develop conceptual plans, preliminary schedules, accurate cost estimates, and agreements for proposed new facilities or modifications of existing facilities.
Provide leadership and accountability inclusive of project management, engineering, and construction support for capital projects from conceptual stage through successful start-up of facilities, with oversight of outside consultants or contractors;
Responsible for adherence to budgets and schedules;
Develop timely, complete, and detailed designs for projects;
Develop and maintain specifications for materials/equipment;
Prepare requisitions for materials & equipment, design services, and construction services; evaluate proposals/bids;
Administer/manage service agreements, design contracts, and construction contracts;
Coordinate permit applications and environmental clearances required for capital projects;
Ensure accuracy of as-built information for assigned projects;
Ensure compliance with codes, laws, and company policies.
Minimum 3 years engineering work experience. Natural gas pipeline experience preferred. Knowledge and application of engineering theories and principles, concepts, and fundamentals surrounding natural gas pipeline construction and maintenance. Knowledge of applicable regulations such as PHMSA and FERC.
Requires developmental experience in a professional engineering position. Competency in applying engineering principles, fundamental concepts, practices and procedures requiring some evaluation, originality and/or ingenuity to achieve project objectives. Understands and can apply knowledge of configuration management. Ability to perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.). Planning, organizational and project management skills. Ability to develop and exercise leadership skills. Effective decision making skills. Effective oral and written communication skills (includes technical writing). Ability to think analytically and solve complex problems. Ability to interpret codes, regulations and practices. Equally effective working independently or in a team environmen. Ability to process information quickly and effectively manage multiple tasks.
For placement of a candidate in the Engineer job series, the following criteria must be met: Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or Possess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or Holds or has previously held a valid Professional Engineer license.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
